Cisco 1811 Radius to 2003 small biz server

I have a Cisco 1811 router I am trying to authenticate web vpn clients using Radius to a MS 2003 small biz server.  I am getting errors on the small biz server under security log saying:
User denied access.  User attempted to use an authentication method that is not enabled on the Remote Access Policy.  
So my question is what do I need to add to the Remote Access Policy under the IAS service on the 2003 small biz server?
