How to speed up Network Performance

We have a windows 2000 domain
Exchange server 2000
Xp clients
half t1
We are using a basic dlink 808hv vpn router
we have 2 dlink gigbyte switches and 2 smc switches

out t1 runs directly into the dlink router, from there the router is conencted to the smc switches, that is connected to a patch panel which feeds the clients....

The patch panel also is connected to the 2 gigbyte switches and those switches feed other clients across the building.

We have 3 servers which basically run everything... our domain controller also acts as our file server and exchange server, and runs quickbooks, We have a webserver which houses our website and payroll website,  and our final server houses our Billing database (separate from quickbooks)

We have about 60 inhouse clients accessing all 3 servers daily mostly the file/exchange/domain controller

Most users have around 512mb and 2.9 ghz in there local machine.

I get complaints everyday that interent is running sooooo slow and files take forever to open...

How can I speed up performace?  is there something wrong with how this is setup that is causing these problems?
