After doing some reading up, it seems like TD-SCDMA is a proprietary to China and so I guess they are tapping onto China Mobile already larger mobile base to grow their own network, thus reducing the need to rely on European and U.S. standards.
Another possibility could be China allow the other 2 providers to have their own infrastructure to save unnecessary cost in building redundant infrastructure like what you have raised. By allowing standards other than China's proprietary, I guess they are reducing risk of TD-SCDMA not working out in the end and also allowing investors to come in and grow the China economy.
