Thanks for your comments. I did get into safe mode by tapping F8 during startup. Apparently, I did not tap it enough previously.
I downloaded and installed Spybot, put it into advanced mode and tried the file shredder. However, I still get the system message "<Filename> is not accessible. Access is denied." The file is a zero length folder that I earlier attempted to move. After the move, I then tried to delete some files inside the folder. But, the system (Win XP/Prof) will not grant me access.
I was able to access Rescue and Recovery. I had forgotten that I had set a password when I first got this Thinkpad (the hint helped me remember the password). So, that part of the problem is solved. However, gaining access to R and R did not help in deleting the persistent, unwanted folder I referred to above.

My first thought is the Rescue and Recovery password is not required for Safe Mode. Are you pressing F8 and specifically selecting Safe Mode?
You can download Spybot and along with that program will come a shredder that will delete that file.
