I have a website hosted in a datacenter we built and I have an alternate data center (a hot site) located geographically far from the main one, so in the event of a failure of the primary data center, the alternate would take up its spot. Where and How can I configure the website to switch between those two datacenters automatically in case of a failure?, the datacenters have different IPs but are identically configured, Can I load balanced between the two datacenters?

Dont you know a solution invloving the ISP or the domain registration site (if there is one that supports DNS round robin), I'd rather have it setup in the outside of my network so that I dont have in case of an unlikely force of nature that destroys everything, I don't have to rely on myself. I forgot to tell you, the maximum allowed downtime is 30 minutes!
DNS round robin will give you limited load sharing between the sites, but won't help you if one of them fails. Should that happen, 50% of the new requests will go to a dead server while the other 50% will go to a live server. Not ideal.
If your DNS provider supports it, you *could* authorize the web server's record to by dynamically updated. Then you would run a periodic check of the primary web site's well-being, dynamically updating the IP to the secondary site's IP address should there be a problem. When you authorize a zone for dynamic updating, the time-to-live (TTL) is usually set low enough to get moved over quickly. It isn't foolproof though as some DNS servers ignore the TTL.
Jody pretty much said what I would suggest; the best way to go about this is through Dynamic DNS; which is somewhat based on what your DNS provider allows.
Jody also identified something important; because not all DNS servers will follow a record's TTL, it may not be possible to limit downtime of your website. If a user is behind a DNS server that has 6 hours or more as a standard TTL, you will be at their mercy.
