MS DTC could not correctly process a DC Promotion/Demotion event

My domain controller seems to have failed or something.  It is a w2k3 server and it just won't browse anymore.  It was my dhcp server, but it is not giving out IP addresses and when I take off the hard coded address it gets a completely different number (I have a 192.168.100 network but it is giving itself an IP address from a 192.168.1 network).  In addition to this all computers are getting this same IP range (.1 instead of .100).  Does anyone have any suggestions?

Hi!

I'm not sure I understand you completeley but when you mention, that client computers are getting addresses even when your DHCP is not workingyou should look for rouge DHCP server on your network. Go to command prompt on one of the clients with IP from 192.168.1.0/24 range and run the following command: "ipconfig /all". Examine the output, look for IP address next to DHCP Server. This is the IP number of your rouge DHCP server. Locate this computer on your network, and shut down DHCP service.

The problem is I have no clue what computer it is.  When I put the IP address in a browser I am required to log in to a Linksys BEFSX41, and I do not own any Linksys equipment.

Alright, I believe I figured out the equipment that it was.  However, it does not have seemed to resolve the issue.

Linksys BEFSX41 is Etherfast Cable / DSL Firewall Router with 4-Port Switch which I presume is acting as a DHCP server. Enter 'admin' into the password field, leave username blank, this is default password and try to disable DHCP server or try to locate this device and remove it from network. Somebody has connected this device to your network, if you didn't try asking co-workers.

I removed the equipment.  Now there does not seem to be any DHCP.  Do I need to restart my DHCP server?

No, just start your DHCP server service. But you should restart all client computer or run the following two commands to get correct IP address for you network:
ipconfig /release
ipconfig /renew

If you get 169.254.0.0/16 instead of 192.168.100.0/24, we can continue trobleshooting your DHCP server.

Yeah, it does not work.  I hard coded my machine and I can get to my router, but still on my server I cannot do anything, even get to the router.  I hard-coded the server but that does not do anything, either.

DHCP Server has to have fixed IP.
What is DHCP server IP?
What is router IP?

Is DHCP server service runing?
Is you have domain envirnoment DHCP server is your DHCP server authorized?
Did you define scope with appropriate address range and activated it?

I have had this DHCP server running before.  I took it down to put it in the server cage and when I brought it back up this happened.  I changed no settings whatsoever between taking it down and bringing it back up.  The DHCP server service is running.  Scope is activated.

Check DHCP service log files in %windir%\System32\Dhcp for today's activity. Today's log wil be named DhcpSrvLog-Wed.log. Does it have any entries which show that server has been contacted by clients?

I see a lot of requests regarding DNS on the server log, where it successfully did it, but then there are entries that want to assign the server 6 IP addresses.  It says "assign 192.168.100.30.wscal3.westminster and it also says .33, .43, .49, .51, and .53.

Use one client which can not obtain an IP from this DHCP server to run the following command:
ipconfig /renew
After that check today's DHCP log, is client's MAC address listed?

I got this back up and running just fine.  I usually work 8 am to 4:30 pm, so by midnight my mind was junk.  I went back and looked at it after I had had some sleep and realized that the DHCP server had deactivated itself, so I re-activated it and everything came up fine.
