TCP/IP Error Event ID 4227

This morning one of our sites was unable to connect to any intranet\internet sites or applications due to this error.

TCP/IP failed to establish an outgoing connection because the selected local endpoint was recently used to connect to the same remote endpoint. This error typically occurs when outgoing connections are opened and closed at a high rate, causing all available local ports to be used and forcing TCP/IP to reuse a local port for an outgoing connection. To minimize the risk of data corruption, the TCP/IP standard requires a minimum time period to elapse between successive connections from a given local endpoint to a given remote endpoint.

It's only happening at one site while the rest of them are fine. I did a little digging in to this erorr and it says that too many ports are open and we have to wait for them to close before we regain connectivity. Since it's happening to the entire site is there a good way to check what might be causing this issue?
It seems to happen about 2-3 times a day according to event viewer but this is the first time it's ever caused any downtime. Users were able to connect again after about 5 mintues of waiting.

Seems to be okay after running full scans on everything and deleting any malicious objects. I'll keep an eye on it and let you know if I have any other questions.
