How do I prevent IP address conflicts when users configure static IPs

I have a number of servers that have static IP addresses. I also have a DHCP scope 192.168.1.50 - 192.168.1.100. Every once in a while a user will come to the office and plug their laptop in from home with a static IP that conflicts with one of my servers. Changing the IPs is not an option. Is there a way to prevent network access for these people? I have a Cisco 6509 and am thinking some sort of Port Security config or DHCP snooping.
