IP address and networking question

I'm trying to understand why I cant connect to a server that has been given a static ip of 192.168.1.1 from an existing computer in a network. The computer's ip address is 10.0.0.5.
I can't even ping the server. I find this to be peculiar because when we buy devices such as a router, etc, don't they come with a set ip address that might be different to ours? Why is it then we can simply plug them to the switch and they'll work immediately?

My second question is: For a ubuntu based computer, is there a way I can setup a "config" page similiar to those off-the-shelves router?

Regarding IP addressing.  There are basically three sets of IP addressing for internal networks.

192.168.x.x
10.x.x.x
and 172 (ther is a special range for this one)

there reason why you can't ping the 10. one from the 192.168. or vice versa is that they are on different subnets.  It is like that actually are not in the same physical location.

If you want to all the computers to talk to each other (for your situation)  they will need to be on the same subnet.  So since the server is the 192.168.x.x, you client should be 192.168.x.x.....yes you could change the server to the 10.x.x.x as well keeping the client wit the 10.x.x.x

That was my initial suspicion (the subnet), but why is it that devices such as linksys, etc can be used immediately without modifying their ip to suit the local subnet?

One reason is the when people use the linksys device it is in a small office or home; and they don't have anything set to static.  So the linksys device acts as a DHCP server and give all the computers IP address in the same subnet.

Another reason could be that if they are using static IP and they are using the 192.168.1.x range; and the linksys device is set to the 192.168.1.x range....those computer will get an ip address to will allow them to connect to the server.

In my case when I setup clients I like to use the 10.0.0.x subnet.  So I actually have to go into the linksys device and reconfigure it all use the 10.0.0.x IP address.

Is there a way so that user/admin can change the IP of a ubuntu machine as they would a linksys device? (I.e, not having to logon to the server, but simply accessing a web interface and change the ip?)
