CISCO X6708-10G default DSCO QoS, intermidate queue treatment (8q8t)

With the environment of Catalyst 6500 SUP 720 with X6708-10G,
we are planning to setup the QoS, with DSCP markings.
According to the cisco website,
Default ingress queue-scheme (RX) is  8q8t ,
and the default values for the Receive-queue limit is the below,

- low-prio queue 80%
- intermediate queues 0%
- high-prio queue 20%


also, the default bandwidth assigned are follow,

"90:0:0:0:0:0:0:10"

In this environment, if we setup DSCP 48 for OSPF traffic, and 26 for the SIP traffic,
those traffic would be the "intermidiate queue."

My question is whether those queues are dropped or not.
My interpletation is "0%" packets, and "0" packets assigned to those queues are dropped...
Is my interpletation right?

If my interpretation is right, what the right configuration would be?
