How to Block a Rogue Computer

hi,

we have a rogue computer that connects to our WAN. i have grabbed its MAC address. i'm wondering if there is a way that i can block this machine from either getting an IP address (we use DHCP), or, prevent it from accessing our proxy? we use cisco switches, 2950s, 3550, 3750.
