AAA authentication enable: Error Authen failed   $enab15$   External DB user invalid or bad password.

I am trying to use my CISCO ACS to grant access to Enable mode. When an admin Telnet into
a switch and types, Enable the password that follows is his ACS password and not the local
stored passwor on the switch.  I have done this with my Cisco ASA and it works great
this is what I get on the failed authentication log on the Cisco ACS:

Authen failed   $enab15$   External DB user invalid or bad password.

I need not to give me localpassword to anybody. ALso please note that my
ASA firewall works great using this approach with the same Cisco ACS.
