I was looking at a DELL Power Edge 2900 III, which would be a roomy tower server and I am thinking based on your post that this would be a good bet for a pc that needs to accomodate a fax server board.
I am going to talk to the folks at DELL and see if I can get some pre sales support - maybe they can tell me if there is a PCI Express board in there or not.

Depending on the size of your enterprise and your server requirements you may have both slot types in a new server. If the server you want to buy is a standalone tower(looks just like a pc at your desk) then you could easily purchase it with both PCI and PCI-E slots. Some blade and rackmount server(6-feet tall looks like a big safe) solutions do not have upgrade and slot options available simply to save space. PCI-E is the newer standard that offers better performance between the card and the motherboard. PCI is a slot type that has been around for a long time but is still widely used and manufactured.
Any idea which type of server you need?
