T-1 vs site to site VPN

We have a client with 2 offices. The offices are connected by 2 point to point (non-bonded) T-1.
They don't like the speeds across the T-1, but they don't want to spent the money to increase the speed.

It occurred to me, that we could cancel the T-1's saving them $600 plus a month and order cable in both locations and setup a site to site vpn connection.

The T-1 offers a speed of 1.5 mbps up and down while the cable company offers a 15mbps down/ 2 mbps up.

Remember we have 2 t-1s

which would be better, keeping the T's or switching to the site to site vpn?

My goal is either
1) save money and increase performance
or
2) save money and and keep the performance the same

what I CAN NOT have is for the remote office to slow down in anyway.

Your opinions are greatly appreciated.
