Unable to force group policy (firewall  exceptions)

Hello,

I am trying to activate an exception on the windows firewall when users log on to the domain, The ITM Phone Home Exception.

Through the group policy editor, (Computer Configuration --> Admin templates --> Network --> Network connections --> Windows Firewall --> Domain Profile)

Clicked on the Windows (Firewall :Define port exceptions) and added the port number in the following format:

"PORT NUMBER:UDP::192.168.0.0/24:ENABLED:eTrust ITM Phone Home"
 Enforeced the policy, did a gpupdate on both the server and the machine i was testing it on. Linked the policy.
Nothing!!
Any suggestions??
