domain users unavailable for permissions on server

I installed a Microsoft 2003 Enterprise Server and joined it to the domain.  The only function added through server manager so far is file server.  When I try to add a domain user to local admin, add domain users to permission on shared folders or any folder for that matter, the only location available to obtain users, objects, groups, etc., is from the local machine.  Why can't I see the domain for a location in the add users?  

I am able to see network computers in network neighborhood.  I am also able to map drives from or to the new server.  Thanks.Start Free Trial
