Setting Up Backup Internet Line

I have two Internet lines coming into my small data center - a full T1 and a regular business line provided by our local cable company.  In a pinch, we set up one web server on the regular business line, and a web, mail, and media server on the full T1.  What I'm wondering about now is putting everything on the T1 and using the business line as a backup Internet connection.  Neither line goes down much, but it's frustrating when one line does and you have a full working line 5 feet away.

First of all, is this possible?  If so, what steps would we need to take to do this?  Our DNS is hosted through a provider that has DNS Failover, so I can set up the alternate IP addresses through them.  We have a Watchguard x700 in front of the T1 right now.  All servers (for now) are running Windows 2003 (one is running 2000 and we are in the process of setting up a Linux server).

I have a theory on how this should work, but not sure if it's possible the way I would want.  I have assigned the full number of points because I think it's difficult, but hopefully someone else doesn't!
