Slow network problem.

Hello experts

Windows 2000 AD network
all HP /  XP desktops (Mostly Intel 1000 nics)
Some Sun servers, HP, compaq

We have a lan with 15 servers,  and est 500 desktops. all the network is running really slowly (as far as im aware, it always has).  Traffic bandwidth reports show that daily bandwidth is an average of 6mbps on the core of the network (Layer 3 Netgear switch)  so that thing is crawing, and doing no work.

Copying a 700mb ISO file using windows I get a transfer rate 2mbps (41 minutes)

Heres the interesting bit:
Copy the same file on the same machine under kubuntu I get Transfer of 63mbps (72 seconds)

Under windows I use netCPS bandwidth analyser. it transfers a gig of data in under 2 minutes. 92mbps.
I get the same pattern where ever I try this on the network. (I've tried from different switches, different servers, different desktops ) all the same.

Any ideas?
