Bandwidth Metering for Office Building to charge tenants overage fees

Good day,

 I have a client that would like to meter the bandwidth of their tenants in all of their office buildings. They have 5 office buildings, each ranging from having 20 to 100 tenants.

 My client would like to monitor the bandwidth usage of each tenant in order to ensure no one is uploading or downloading too much. The tenants IP or MAC address will be used.

I have looked into PRTG and it looks like the closest product that will work for my client, but it is not an exact fit. Can anyone tell me of software / hardware to help me:
 1. Monitor upstream / downstream traffic from each IP / MAC Address
 2. Limit upstream and downstream bandwidth on a per user basis if they are hogging.

Also, a daily report feature would be handy if any of the tenants had questions regarding their bandwidth usage.
