Subnet mask and DHCP configuration issue

We just moved offices and are setting up our own network.  We got a range of 5 static ip's for a cable provider and things work from the outside (external users are able to get email and webpage etc).  Internally we are having issue with those connected to the LAN.  

We are Running SBS2003 Premium (due to issues ISA is turned off) with two nics.  We have the router plugged into the external nic then plugged into internal nic and then into a Fast Ethernet Switch that goes out to the desks where.

The subnet mask of the external nic (255.255.255.248) is causing DHCP to only have 6 leases which is limiting the number of users that can connect to the network.  Do the subnet mask for the external and internal need to be the same?  I have tried to set the internal subnet mask to 255.255.255.0 and reset DHCP and ran ICIEW but all it does is assign the same number of leases and gives me a blue explanation mark (dhcp (attached)log doesn't tell me much).  Only two users are able to connect due to networked db and wireless hub.  How do i get more leases in dhcp?
