So, if I understand correctly, there is no single piece of software (with and agent and a server app maybe) that will audit and report on network usage and errors? Seems odd that it doesnt exist.

Case studies are always good to read of the vendors. Network assessment are usually made through experience. You don't need much tools for it. But you can find stuff on Internet. Like I found bandwidth estimator from CA on Internet;

Network optimization is always an Interesting field but it is a broad topic to be covered in a single question. What I suggest is do more Vendor specific readings of case studies and possibly their forums.
