The simple answer - have them log into NetWare.
The complex answer - it depends on what your situation is. You have to give us some reasoning behind having your users bypass the Novell login to begin with, before we can help.
Why would anyone not be logged into NetWare? Is there a purpose or intent behind this?
When they get the Novell login prompt, their PC is probably trying to access a resource that has been defined to the PC as residing on the NetWare server to which the login is directed.
This can happen as part of whatever they are actively doing, or as part of a background task of Windows.
