Slow login and network performance on Novell Netware 6

Symptoms:

Slow network performance and very slow login from WIN2K client machines

Key network components for this question:

Small Novell 6 network using Zenworks and Edirectory
BorderManager Firewall
All client PCs are WIN2K SP4
3Com 7700 Core Switch
Pure IP-Static

Work/Items encountered so far...

We have a very small network, less than 10 servers, less than 150 client PCs running on the 3com 7700 core switch. We are experiencing very slow network speeds that manifest as extremely long login times. Aside from the obvious items as cabling and switch firmware...we have had 3com replace the core with a temp with no increase, we have had the home directories and profiles moved to different servers with no increase. I finally broke down and sniffed my client PC during login and found some very interesting items that I am hoping an expert can decipher...

Basically,my traces are showing a lot of "Ack too long," "Retransmisssions," and "Loops on Same request" alarms. When I dig into the trace I see a recurring them of communication or other issues with port 524 and NCP transmissions. It looks as though many requests to and from port 524 are not being answered or are being retransmitted. When I change the location of my home directory and trace again, I get the same messages about "Ack too long," "Retransmisssions," and "Loops on Same request" -- only the server name/IP address is the new server location...so I am thinking there is something protocol based on the network that is causing timeouts and failed transmissions.
