The "why" part of your question raises some other questions:
Is there anything different about the problem PC? Is it, for example, running the Windoze firewall while the others arent?
Are you using the appropriate, current Novell client32 client on your PC's or are you using the crapware(tm) client that comes with Windoze?
If you are using the Novell client32, how are you installing it? Custom or "typical?" IP or IPX or both? Are you adjusting any settings after the install completes?

/docs/2511 51 - which may help
There's no such thing as "Novell 6". "Novell" is a company. It makes a number of products, including "NetWare", "Open Enterprise Server" and "SUSE Linux". You have "NetWare 6," just like you have "Windows XP" and not "Microsoft XP".

I want to make sure I have this correct in that you're installing remote agents on an XP Pro workstation, because the error message you're getting makes sense, though I could be wrong, I thought remote agents were for Servers and they had some other option of backing up client workstations.
I found this: http://support.veritas.com
If I am wrong, and the remote agent does work for workstations (I only used it for servers in my past life), and there's no entry for it in Add/Remove Programs, I'd carefully blow away any reference to Backup Exec in the XP Pro client's registry.
