Was this folder created with a macintosh? I had similar trouble back in the day when I worked at a local school. The Mac OS will happily allow a period '.' to be the last character in a folder/file name, which causes trouble with windows and some NW utilities.
IIRC, I deleted by either using a mac, or by using a DOS prompt to delete the "short version" of the file name (the one with a "~" in it.

Folder itself resides on the Netware server, in case that was not clear.
