If you ask PUTTY for a "secure-shell" connection, PUTTY tries to connect to TCP port 22 on the remote server.
If you ask PUTTY for a "telnet" connection, PUTTY tries to connect to TCP port 23 on the remote server.
Of course, you can configure PUTTY to connect to any TCP port on the remote server, including '5900'.
Your proxy-server is blocking "unsolicited" TCP connections "from" the Internet to all ports on your computer, except for 80 (HTTP) and 443 (Secure-HTTP) and 5900 (Windows Remote Desktop and/or VNC(Virtual Network Connection).
However, since you are initiating the connection, the fact that you're "behind" a proxy-server should not inhibit you -- the proxy should just "allow" the connection that you initiated to connect to TCP port 5900 on the remote server.
