Our 32bit workstations started having the same problem, so we reimported the IE policies from a known good machine and now everything is working again, on both 32bit and 64bit versions of XP.

64 Bit XP not getting IE 7 group policy settings
Server 03, 32 Bit trying to deploy IE7 group policy to 64 bit windows xp. The policies dont apply. Any ideas.

Have you separated the machines into different OUs (32bit vs 64bit)?
