Macs can't see folders created by PC's on Windows 2003 Server via appletalk

We have just moved one of our departments over to a Windows 2003 server from an old Novell server.  When users create folders on their PC's running Windows XP or 98, the older Macs can't see them.  Macs connecting via appletalk can't see the folders, but Macs connecting SMB can see the folders.   If a Mac connecting via appletalk creates the folder, everyone can see them.  We can't upgrade the Macs because of another old software that is used.  

I have double checked permissions and the shares and all seems to be good.  It is only this one share on the server.  If they duplicate this process on another share on the same server, it works fine.
