My junk mail is filtering my good mail - how do I fix this problem without turning off the junk mail filters?

This is a very frustrating problem. No matter how hard I try to adjust my junk mail filters, it still continues to filter my good emails to junk mail, including work emails, personal emails - it's like it's going backwards. Sometimes my good mail stays in the Inbox, sometimes it goes to the junk mail. When my employee sends me email, sometimes it stays in the inbox, sometimes it goes into the junk mail. What is the solution to this problem?

Using Outlook 2007 on Exchange 2003.
