SBS 2003 2 NICs unable to telnet into SMTP from outside network

Windows SBS 2003 box, configured with 2 NICs, unable to telnet into server to fix smtp exchange problem.

goes like this:

internet
cable modem (external static ip address)
router (192.168.0.1)
sbs wan nic (192.168.0.2)
-sbs box-
sbs lan nic (192.168.16.1)
switch
other networked PCs and printers

On the router, I have port forwarding for port 23 (telnet) and port 25 (smtp)  to direct to 192.168.16.1 (sbs lan/internal nic).  I have also port forwarded other ports as necessary for RWW on the SBS, which doesn't work either.

I am able to telnet from the server into itself (for port 25) on 192.168.16.1 and 127.0.0.1.
I am also able to telnet into the server (on port 25) from a PC on the internal network (192.168.16.1)
