Error 5.7.1  blocked by APEWS

I have a W2K3 Std. server with Exchange Enterprise server, I'm having problems with some domains, these domains don't receive mail from my server, but I can receive from anyone, one of the errors is:

You do not have permission to send to this recipient.  For assistance, contact your system administrator"<myserver.domain.com #5.7.1 smtp;550 5.7.1 reject: message blocked.>

With hotmail a have this error:

<myserver.domain.com #5.5.0 smtp;550 Your e-mail was rejected for policy reasons on this gateway. Reasons for rejection may be related to content such as obscene language, graphics, or spam-like characteristics (or) other reputation problems. For sender troubleshooting information, please go to http://postmaster.msn.com.  Please note: if you are an end-user please contact your E-mail/Internet Service Provider for assistance.>

With Yahoo.com and other domains I have no problems.
I have made some the test listed in http://postmaster.msn.com.
I found my IP in the APEWS list, but I didn't find any way to unblock it.
I have perfom a telnet session with both domains and I received the same errors.

Reverse lookup is working, but some emails servers are bloking my messages.

My IP is 148.223.199.132

How can I be sure that email servers are using APEWS and blocking my email server?
Any idea?
