The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? To provide you with a tool to use, we rate our solutions based on various elements that most accurately determine if a solution is a quality solution. To explain what factors affect the solution rating, here are the elements we take into consideration when formulating our solution rating.

  • The Grade of the Solution
  • The Zone Rank of the Expert Providing the Solution
  • The Number of Author and Expert Comments
  • The Number of Experts Contributing
  • The Feedback of the Community

Your Input Matters
Because of the way the system is set up, the most important variable in this equation is you. As a member of Experts Exchange, you are able to cast your vote on the quality of the solutions in regard to how complete, accurate, helpful and easy to understand each solution is. Two problems: IP address has been restricted due to heavy usage error and enter network password popup box

I can not send outgoing email from Outlook 2003. I receive a error: Your IP address has been restricted due to heavy usage. Enable SMTP authentication in your email client to send mail. I've checked with my ISP and my IP address has not been restricted.
 When I enable SMTP authentication i continually get a very annoying popup box asking for my username and password. . My cable service is provided by Comcast and I send email through a third party POP3 server...for three years without a problem. All of my account settings are correct. At first I kept getting the enter network password popup, but stopped that by deselecting "my outgoing server requires SMTP autentication". Now, I can no longer send email and when I test the account settings I get an error that my username and password are not correct. If I select "login in using Secure Password Authentication, then the popup box returns and I still can't send. I have deleted and recreated the email account.  I've downloaded all of the updates and service packs for windows XP and for office. I've contacted Comcast and they've verified that there is no block on my account.  
I've disabled all virus scan, firewall, spam filters, etc. I've contacted my third party email server and there is no problem with my account or the server. I also tried rebooting my router. Do you think I should shut it down for a day to let the DHCP reset?
I can't use my ISP to send email be cause I need to send email to 2500 2-3 times a week and they don't allow.
My business is now totally shut down for over a week and I'm desperate for a fix...please HELP!
