Unusual email rejection message - "Policy Rejection"

I have a small client using POP3 email boxes and smtp for sending - there is no Exchange server or other such.

The clients i having trouble sending emails to someone else at another company. Other people in his office can send to this person. In the body of the email I came across this

    550-Recipient verification failed (recipient) Callout verification failed:
    550-554 <ashik@xxxxxxxx.co.uk>: Recipient address rejected:
    550 Policy Rejection- 274 -- Sender Quota Exceeded.


Does anyone know what this means? What is "policy rejection 274" and does "sender quota exceeded" mean what I think it means - that someone is limited received emails?
