Operation Failed Error when Sending E-Mails to Addresses with an Apostrophe in them.

I have several users when attempting to send e-mails with an apostrophe in their e-mail addresses Outlook 2003 spits back a message with Operation Failed immediately.  Outlook is not running in Exchange Cached mode, however it happens in both cached and uncached mode.  Systems are running on fully patched XP SP2, with Symantec Antivirus.  Mail server is running fully patched Server 2003 Standard with Exchange 2003 Standard SP2 on the server and the OS.  However, sending the e-mail using OWA works just fine.  I have tried using the several Outlook switches including /cleanprofile /cleanrules /cleanserverrules and /firstrun to no avail.

Any idea's?
