Recipient Policy not applying to new users

Help! My recipient policy is not updating in Exchange.

When I add a new user the recipient policy does not apply SMTP and X400 info to the user. Normally it would just take a few minutes but now it doesn't do anything. To get a user working I have to manually add the SMTP address but then I still can't set them up with Outlook on their computer. Says it doesn't recognize the name.

I've tried updating the Recipient Update Service and re-applying the policy but still nothing.

Should I wait longer? Is there something else I can do? This has never happened before.

I'm running Exchange 2003 on Server 2003.
