External redirection problem with Exchange 2003

Hello Experts
I am having a problems with email redirection in EX2003.
I have set up an SMTP contact which can be mailed to from the GAL perfectly.  I have configured the exchange options in my AD account to forward all mail to that SMTP contact plus deliver mail to both forwarding address and mailbox.  Any mail sent to me by an internal sender is both delivered to my exchange mailbox and forwarded to my external address perfectly, however if I receive a mail from the outside world it is only delivered to my mailbox and not forwarded out.  
I have checked the exchange message tracking log and it clearly shows that the server is not making any attempt to forward mail to my front end server when receiving mail externally, but when received internally it shows it being transferred to the front end server for delivery to the internet.

In addition to this I also set up outlook to do the forwarding to an SMTP address and this also failed, exchange message tracking showed "SMTP:Message Submitted to Categorizer" and that is the last line in the log

My setup is 2x EX2003 standard SP2  one front end, one mailbox server.  SMTP connector is sending mail to specified smart hosts, local bridgehead is the front end server.
