theirdomain.com - Unknown

user1@mydomain.com (forwarded to user1@theirdomain.com)

me@mydomain.com sending to user1@mydomain.com or user1@theirdomain.com = No Problem
user2@mydomain.com sending to user1@mydomain.com or user1@theirdomain.com = NDF
user3@mydomain.com sending to user1@mydomain.com or user1@theirdomain.com = NDF

user2 and user3 receive:

The following recipient(s) cannot be reached:

You do not have permission to send to this recipient.  For assistance, contact your system administrator.
            <mail.mydomain.com #5.7.1 smtp;550 5.7.1 Unable to relay for user1@theirdomain.com>

I also get this in the event log:
Event Type:      Error
Event Source:      MSExchangeTransport
Event Category:      SMTP Protocol
Event ID:      7004
Date:            10/12/2007
Time:            9:59:06 AM
User:            N/A
Computer:      MAIL
Description:
This is an SMTP protocol error log for virtual server ID 1, connection #783. The remote host "XX.XXX.XXX.XX", responded to the SMTP command "rcpt" with "550 5.7.1 Unable to relay for user1@theirdomain.com". The full command sent was "RCPT TO:<user1@theirdomain.com>  ".  This will probably cause the connection to fail.

As far as I know, user2 and user3 are the only ones that can't send to user1 at either domain.  I have checked both accounts for user1 on my side in AD and "Accept Messages" is set to "from everyone".  I also sent an email to admin on thierdomain.com to see if somehow user2 and user3 are blacklisted somewhere in their system.

Any other ideas what would cause this?
