Unable to update Free Busy - Outlook/Exhcange 2003

i had a Windows 2000 sbs w/exchange.  on the same server i performed a clean install of WIndows 2003 SBS
14 users. all mailboxes exported as pst files through EXMERGE from exchange 2000 and then in exchange 2003 imported the pst files into the new user accounts for each mailbox.
Users who have Full Mailbox Access for other mailboxes try to update the uesrs calendar.  They all get "Unable to update Free/Busy" information and cannot add an appointment to the calendar.
How can i resolve this.  I see some aricles stating running outlook with the /free-busy switch but dont see "where" to run this.
Please help.
