Sending mail with images

Hello,

I'm writing a winform application in c# 2.0.
This application sends mails in html format with images.

I tried 2 solutions : first I managed images like attachments defining the content-id and content-type in the header of the mail.
                               I also used the linked resource and alternative view provided by the framework .net 2.0.

With both solutions some poeple have the mail displayed as well  but for other images are in attachment ( everybody has html allowed in there outlook) and not displayed in the body of the mail.

Is there a way to be sure that the images embedded in an email are displayed in the html body of the mail when receiver open the mail ?
Is there a settings to change in outlook to allow this ? (mainly with Outlook and exchange)
