exchange 2003 doesn't accept outside domain email forwarding

Hi,

I'm currently running windows server 2003 standard with exchange 2003.  On a colocated linux box running plesk, with the domain bobjames.com and on it, i have a mail box bob@bobjames.com.  I have it set up where bob@bobjames.com is being forarded to an email account bob@lifeforjames.com on my exchange 2003 server.  the exchange server is just a single server which houses the domain lifeforjames.com.  for some reason, all forwarded emails don't seem to be accepted on the exchange server.  I did check the linux box to see if bob@bobjames.com was forwarding correctly by having the email temporarily forwarded to my gmail account which works correctly...however when I change the redirect setting on the linux box to forward mail to the exchange server.. it doesn't happen. I contacted the hosting provier of the linux box (its a managed hosting box) and they said the issue is on the exchange side which I agree despite the earlier test.   I want to know what i can do to allow these forwarded emails in from bobjames.com in and have it accepted by the exchange server.    What steps can i take to enable emails to be received and sent through on the exchange server from this particular domain.

what i've tried:
I have taken the steps of going to exchange system manager -> Servers -> <server name> -> protocols ->SMTP -> default smtp virtual server -> properties -> access -> relay and added the linux server ip  and went to global settings -> message delivery -> connection filtering tab -> Accept button -> added linux server ip address and yet this doens't seem to work either.  

The server is in good working order.  It accepts all emails fine from outside addresses.  If i log onto webmail on the bobjames.com linux server, it receives the email just fine and arrives to bob@lifeforjames.com.  If i send an email from my gmail account, the bob@lifeforjames.com receives it fine as well.  It just seems to not arrive when I attempt to setup forwarding on the linux box and the emails dont' seem to go through.  There are no bouncebacks or rejection emails either.  I made a guess that by default, exchage 2003 doesn't allow email relay forwarding from other servers or domains outside of the exchange server.
