ISA ingnoring server publishing rule

I have been brought into a company to help resolve their email woes. Their original IT guy set up their ISA firewall, but then took off. They had a server crash and i had to recover the ISA server. everything seems to be working, except that i am not getting any inbound email. I have used the wizard to set up a new SMTP server publishing rule, but it seems to bypass it and get handled by the "default rule." I've tried everything i can think of, but now i am stummped. Any SMTP connection gets the following in the log (i replaced the IPs with xx):
