Emails not being received by Bellsouth recipients.

I have a client with an Exchange 2003 server.  Whenever they send emails to people with Bellsouth addresses, they get this bounce back:
 <aei-server.aei.com #5.5.0 smtp;550-66.187.180.180 blocked by ldap:ou=rblmx,dc=bellsouth,dc=net>
Everything that i have found concerning this points to a reverse DNS issue, but I am not sure how to create one in Exchange or how to resolve issues with one.  Could someone please point me in the right direction?
