setting up spf record using same IP for mx and outgoing email

I need to setup an spf record for email.
is there issues with using the same IP for mx records as outgoing email.
meaning:
mx = 1.1.1.1
outgoing email = 1.1.1.1

The current setup has the mx records going to one IP and outgoing email goes to second ip.
secondly, the spf record has to be configured on our domain dns host, right?

we had some problems with spam some weeks back and I got it cleared up.
However, there are a couple of places that haven't removed our ip becuase it says it does comply with hostname naming convention or best practices
