Can't send emails to non-local email accounts

Zones: Simple Mail Transfer Protocol (SMTP), Microsoft Visual Basic.Net, Email Servers

Tags: Microsoft, windows 2003 server, Virtual SMTP, VB.NET application that doesn't do the job as expected

I'm really pissed at this now, I have been trying my best to research for the reason why this following subroutine of mine doesn't send emails to non-local email accounts??

The code is given below.

The thing is, when I use this sub to send to locally-defined email account then it delivers the email message to them perfectly, however when I pass to my sub a non-local email account such as some_email@yahoo.com or some_email@hotmail.com then all I can see is that the smtp server stores those email messages in [C:\Inetpub\mailroot\Queue] and keeps them there for some time until it fails to send the email message and ten sends me a notification email telling me that it failed to deliver the intended email message to that non-local email address. This notification message says:

I know that I have enabled relys (but only granted this feature to my own local machine so that my smtp doesn't get abused by external non-local users) so what am I missing here?
