SMTP protocol event sink issue

Hi there,
I have a SBS2003 server running exchange 2003.
For the past few months I have experienced a very strange issue with regards to protocol event sinks cuasing my queue on a SMTP connector set up to route to a smart-host to populate with messages.
The thing is. My account is a domain admin and exchange admin. The issue I am having is mail goes through this connector perfectly, only certain users and sometimes depending on the attachment in their e-mail causes mail to get stuck as SMTP protocol event sinks.
I have tried many resolutions posted on the net, but none seems to be working for me.
I have registered the COM's, reinstalled SP....etc
The best practises analyser tool does not pick up the issue, nor does the support ap for exchange.

I have done a simple test; I have two PC's, we use bespoke software to send out mail that automatically attches a newsletter to an e-mail.
When I send this from my PC as as an administrator the mail routes ok to the external domain with no issues.
When I send the exact same mail using another users account, the mail gets stuck in exchange as a SMTP protocol event sink.

However if the newsletter is not attached in the mail, any mail routes ok.
This is only a problem when the letter is attached via the bespoke software and only occurs on users other than myself.

Any help would be of great benefit.
