SBS 2003 Exchange Email issues with AT&T using POP Connector

Scenario:
SBS 2003 server with exchange setup using the pop connector.  Clients has external email (client@comany.com).  Exchange setup on SBS to pop all existing accounts every 15 minutes.  Email comes in just fine no issues.  Email goes out just fine with only 1 issue.

Email ONLY going to @bellsouth.net address gets delayed (delay message error 4.4.7) and eventually dropped.  All other emails go out just fine.  Verified with AT&T that port 25 is open and static IP address is not blocked or blacklisted from anything.

Is there anyway to set SMTP in exchange with user ID and password authentication to use bellsouth mail servers to push mail out?  I'm thinking that this might be the issue, but if it was, then why is it just the @bellsouth.net emails that are being delayed?
