SMTP problems with sbcglobal.net users - mail sent but not received, no NDR

Operating System:  Microsoft Windows Server 2003 64-bit
Exchange:  Standard 2007

We are having problems sending e-mail to sbcglobal.net users.  I have checked the mail flow from e-mail messages, and everything looks good.  We get a reply from the sbcglobal.net server, and it shows the e-mail sending OK to the specified user.

The problem is, the user never receives the e-mail.  I have bent over backwards trying to contact AT&T/SBC Global about this issue, but they can't seem to help.  Their admins keep asking for an NDR message, or some error message... but there is none... the e-mail successfully transmits (according to my logs).

Does anyone have any idea what could be going on here?  It looks as though the sbcglobal.net server accepts the e-mail, then swallows it.
