I would have to agree with MrLonandB.. That limit is quite harsh.. The are plenty of ISPs out there that wont force this, maybe its time for a change...

I use exchange 2003 sp2. I already limited the max connections to 2 and the number of messages per connection to 2.

Instead of limiting your flow, just use a SmartHost for your outbound SMTP and your ISP won't have a problem.

The is no way to do that in Exchange, other than limiting the connections...as you have done. There may be some way to do that on your firewall...I don't know. But to be frank, if my ISP wanted to somehow limit me to 10 emails or less per minute, I would look at getting another ISP. 10 outgoing email a minute is not a very generous amount, if you have any decent size organization. Just my opinion.
