mail system has been rejected due to the sending MTA's poor reputation

Hi;
Can anyone explain what does it mean?  I went to the link http://www.senderbase.org/senderbase_queries/detailip?search_string=199.246.2.50, it said the sender reputation score is "poor"


Connected to 216.123.224.146 but greeting failed.

It basically means that the mail you are sending out from that domain is suspicious.  Either you have a virus sending mail or your mail looks like spam.

can you tell is there is a communication problem between these two host

 216.123.224.146 and  199.246.2.50.

I cannot tell.  You can go to one of the sites and try to connect to the other site either through an smtp mailer or telnet however the other site listed appears to have a poor reputation and in blacklists as well.
