Exchange 2003 email sending problem

We have exchange 2003 SP2 many emails on our server will in our smtp queue and keep retrying and then the get NDR to the sender.  This is only some of the emails.  Many of the emails go through without any problem.  Some examples of the domains are yahoo.com, msn.com, hotmail.com, gmail.com, etc.
Is the email server setup wrong?  Is it a problem with our zone file?
Any help would be appreciated.
